Dr. Cochav Elkayam-Levy and Olivia Flasch will speak about the report they co-authored, along with Adv. Merav Israeli-Amarant and Adv. Meital Nir-Tal, Silenced No More – Sexual Terror Unveiled: The Untold Atrocities of October 7 and Against Hostages in Captivity.
The report sheds light on the systematic sexual violence carried out across the attack sites on 7th October 2023 and subsequently against the hostages in captivity, emphasised by the scale, repetition and continuation of the sustained abuse.
The report is grounded in a unique war crimes archive, and together the report and archive reveal the full scope of the atrocities while providing an evidentiary and legal foundation for future investigation, prosecution, and prevention. The archive will serve both as a historical record and a source of evidentiary material, with the aim of preserving victims’ stories while supporting legal proceedings seeking justice around the world.

Dr. Cochav Elkayam Levy, lead author of the report, Silenced No More – Sexual Terror Unveiled: The Untold Atrocities of October 7 and Against Hostages in Captivity, is an expert in international law and human rights, recipient of the 2024 Israel Prize (Israel’s highest civilian honor). She is the founder and chair of the Civil Commission on October 7th Crimes by Hamas against Women and Children, teaches at Reichman University. After October 7, she represented the Israeli women’s rights protest movement at the United Nations and was among the principal authors of a legal analysis— co-authored by leading feminist scholars—opposing the judicial overhaul. She is also the 2024 recipient of the Peres Center for Peace and Innovation’s Medal of Distinction and the Jane Evans “Pursuit of Justice” Award, the highest honor bestowed by the Reform Jewish movement. Elkayam-Levy sits on the Public Council of Women Wage Peace, the Israeli women’s peace.
Olivia Flasch is a legal consultant in public international law, specialising in the laws of war and international crimes, and a co-author of the report, Silenced No More – Sexual Terror Unveiled: The Untold Atrocities of October 7 and Against Hostages in Captivity.
She holds a Master of Laws (MJur) from the University of Oxford and has worked with governments, international organisations and NGOs on a wide variety of international law issues, including the verification of digital evidence in criminal proceedings, the regulation of AI in the military domain, and protecting the environment in armed conflicts. She frequently writes about Israel and international law.
Natasha Hausdorff is a barrister at 6 Pump Court Chambers and a frequent speaker on International Law. She has a law degree from Oxford University, qualified as a solicitor at Skadden, and subsequently gained an LLM from Tel Aviv University, focussing on public international law and the law of armed conflict. She clerked for Miriam Naor, President of Israel’s Supreme Court, and was a fellow at Columbia Law School’s National Security programme. Natasha is legal director of UKLFI Charitable Trust.
Natasha’s work explaining legal issues relating to Israel has been recognised by the American Jewish Committee’s award for moral courage and by the honour of lighting one of the torches on Har Herzl to mark Israel’s Independence Day.
