UKLFI Charitable Trust held a webinar on Scotland and Israel: The Impact of Devolution with Professor Adam Tomkins, chaired by Natasha Hausdorff on Tuesday 11 July 2023.
The United Kingdom is now a quasi-federal state, in which extensive powers of government and legislation have been devolved to the Scottish government and Parliament. While the UK remained a member of the EU, the impact of this devolution was limited in some areas by the need for all UK bodies to comply with EU law. Brexit has released this requirement to a significant extent. In this webinar, Adam Tomkins, John Millar Professor of Public Law at the University of Glasgow and former Member of the Scottish Parliament, explores the consequences of Scottish devolution for relations with Israel.

Professor Adam Tomkins is John Millar Professor of Public Law at the University of Glasgow., specialising in constitutional law. He was legal adviser to the House of Lords Constitution Committee, for six years from 2009. In 2014 he was appointed to the Smith Commission. In 2015 he served as Constitutional Adviser to the Secretary of State for Scotland.
Tomkins was elected as an MSP for the Glasgow Region in 2016 and sat in the Scottish Parliament until 2021. He served on the Finance and Constitution, Social Security, and Covid-19 Committees, before becoming Convener of the Justice Committee in 2020. Since leaving Parliament Adam has been appointed as a Senior Fellow at Policy Exchange (the London-based think tank).
He has written two of the leading works on British constitutional law: Public Law (OUP, 2003) and British Government and the Constitution (CUP, 7th ed 2011). In 2010 Tomkins gave expert evidence in a case concerning freedom of information and the constitutional position of the Prince of Wales.
Natasha Hausdorff is a barrister at 6 Pump Court Chambers and a frequent speaker on International Law. She has a law degree from Oxford University, qualified as a solicitor at Skadden, and subsequently gained an LLM from Tel Aviv University, focussing on public international law and the law of armed conflict.
She clerked for Miriam Naor, President of Israel’s Supreme Court, and was a Fellow at Columbia Law School’s National Security Program. Natasha is legal director of UKLFI Charitable Trust.
